GSA Digital Analytics Program - Process for Validating EPA Public Website Compliance
This process is intended to ensure that the EPA collects and uses the best web analytics data to optimize EPA public websites and fully comply with the requirements of the General Services Administration’s (GSA) Digital Analytics Program (DAP). The EPA Procedure, “Maintaining the Agency Web Analytics Code on all Public HTML Pages”, requires owners of all EPA public websites to implement the EPA Google Tag Manager (GTM) JavaScript code on all Agency public facing websites.*
EPA will use the following process to ensure compliance with GSA’s DAP:

Measure/Report Compliance Status- WCSD will:

Establish and maintain a list of sites that are subject to the DAP requirement.

Run DAP compliance reports to identify non-compliant sites.

Note: The inventory will identify sites that qualify for waivers because they do not meet the definition of a “public” site.

Set Goals: The Web Council establishes Agencywide compliance goals and target dates.

Provide Guidance:

WCSD provides an overview/recap of DAP requirement to Web Council; and obtains feedback on this process for informing and validating website compliance.

OIM Director sends initial notification to Senior Information Officials, Information Management Officials, and Web Counsel members, including:

Introduction email;
-
List showing DAP compliance status of all public domains and subdomains;

Contact information for implementing DAP; and
-
Due date for compliance.

WCSD provides guidance to website owners in the form of:

Updated guidance on the EPA Web Guide;
-
Open video conference calls with overview and Q/A shortly after first notification;
-
Direct support from WCSD to individual website owners as needed and
-
Centralized email to send questions and comments to the “Web Analytics Program”.

Follow Up:

WCSD provides semi-annual updates to DAP Compliance Status Reports.

SIOs and Web Council report on DAP implementation status for non-compliant sites.

WCSD reports to CIO and OMS senior management overall status and challenges with compliance and obtains feedback.

WCSD incorporates DAP requirements into:

web subdomain review/approval process
-
the Application Review Process and Application Deployment Checklist to require DAP implementation up front before development starts.
