Consolidated List of Chemicals Subject to EPA Regulatory Programs
EPA implements a number of regulatory programs that use specific chemical lists as part of the process to determine reporting applicability. Is there a consolidated list of chemicals that are subject to EPA programs?
The Consolidated List of Chemicals subject to the Emergency Planning and Community Right-To-Know Act (EPCRA), Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and Section 112(r) of the Clean Air Act (CAA) (Consolidated List of Lists) is a consolidated chemical list that includes chemicals referenced under several EPA programs. This consolidated list has been prepared to help firms handling chemicals determine whether they need to submit reports under EPCRA sections 302 and 313 and determine if releases of chemicals are reportable under CERCLA section 103 and EPCRA section 304. It will also help firms determine whether they will be subject to accident prevention regulations under CAA section 112(r), the risk management program. Separate lists of Resource Conservation and Recovery Act (RCRA) waste streams and unlisted hazardous wastes and radionuclides reportable under CERCLA are also provided. These lists should be used as a reference tool, not as a definitive source of compliance information. Compliance information for EPCRA is published in 40 CFR Parts 355, 370, and 372; compliance information for CERCLA is published in 40 CFR Part 302; and compliance information for CAA section 112(r) is published in 40 CFR Part 68.
