EPA Region 9 (EPA) is evaluating a water quality certification for discharges associated with the U.S. Army Corps of Engineers Nationwide Permit 58 for the installation of a new water supply intake in the South Fork of the Tule River on the Tule River Reservation in Tulare County, California. The intake vault would include a means of accessing the valves and screens for periodic cleaning and maintenance. The intake screens and intake flow velocity have been designed to be protective of local fish populations. The project also includes construction of new piping from the intake to the existing water transmission line. Project impacts include 0.003 acre of fill from the intake vault and up to 13 cubic yards of excavation.
As the water quality certifying authority for the Tule River Indian Tribe, EPA will analyze the discharge from the proposed activities to determine if the activity will comply with sections of the Clean Water Act. Then EPA will decide whether to (1) certify as proposed; (2) certify with conditions; (3) deny or (4) waive certification of the proposed activities.
Location
The project area is located approximately 16 miles east of Porterville on the South Fork of the Tule River on the Tule River Reservation in Tulare County, California.
