Section 1: What is a pesticide label?

- Describe the purpose of a pesticide label.
- Compare and contrast the terms “label” and “labeling.”
- Identify products as pesticides or not pesticides.
Purpose of Label
Pesticide product labels provide critical information about how to safely and legally handle and use pesticide products. Unlike most other products, pesticide labels are legally enforceable, and all of them carry the statement: “It is a violation of federal law to use this product in a manner inconsistent with its labeling.” Enforcement of pesticide regulations and label requirements is primarily carried out by state agencies acting under cooperative agreements with EPA.
To ensure that the label is clear, accurate, consistent with EPA policies and regulations, and enforceable, EPA's Office of Pesticide Programs (OPP) conducts label reviews . The label reviewer uses the Label Review Manual, along with other resources, to guide his or her review. The Label Review Manual compiles interpretations of regulations and provides links to underlying EPA policy documents. This online training briefly summarizes the important topics covered in the Label Review Manual. Throughout this online training, and as you conduct your reviews, you should regularly consult the Label Review Manual for more information.
