Will the Pennsylvania Department of Environmental Protection (PADEP) take over under the Hazardous Sites Cleanup Act (HSCA) since EPA has not recommended an NPL designation for the Norwood Landfill site?
EPA discussed its findings with the Southeast Regional Office of PADEP. PADEP concurs with our decision that the site does not qualify for proposal to the NPL. PADEP has not informed EPA that the site qualifies for investigation and cleanup under the state’s HSCA Program.
If future plans for the site include the opening of areas for designated recreational use or development that would place people in direct contact with soils at the site, the landowner could enter PADEP’s voluntary cleanup program known as Act 2, following the cleanup guidelines under that state administered program to ensure protectiveness of the site for future occupants and visitors.
