Public Notice: Re-authorization Approval for Commercial Storage of Polychlorinated Biphenyls at Veolia L.L.C, in West Bridgewater MA
Summary
The EPA office IN Boston, Massachusetts, Region 1, Proposes to re-authorize the current storage facility and authorize the proposed reductions in storage at Veolia, L.L.C. located at 90 Pleasant Street in West Bridgewater, Massachusetts for commercial storage area of polychlorinated biphenyls ("PCBs").
Veolia, L.L.C, is not seeking re-authorization for Alternative Decontamination and Sampling conditions of PCB fluorescent light ballasts under 40 CFR § 761.79(h). It is seeking to conduct partial closure activities required for the area where fluorescent light ballasts were decontaminated under the 2013 Approval.
Veolia L.L.C., is requesting a reduction in its authorized Maximum PCB Commercial Storage from 804 55-gallon drums to 144 55-gallon drums of ≥ 50 ppm PCBs in the PCB Storage Area and 16 55-gallon drums of ≥ 50 ppm PCBs in the PCB Sorting area.
After reviewing all the information submitted by the facility, EPA finds that all the requirements for the operation of a commercial PCB storage facility have been met. The commercial storage of PCBs is allowed on a temporary basis of not more than one year from the receipt of the waste at the facility until the waste must be disposed at an approved PCB disposal facility.
EPA determined that under section 106 of the National Historic Preservation Act that historic properties will not be affected by the proposed reauthorization. EPA determined under Section 7 of the Endangered Species Act that the proposed reauthorization will not affect any listed species or designated critical habitats.
This notice opens a 30-day comment period starting August 8, 2024, during which requests may be made for a public hearing.
