Guides for Training Providers on Using EPA’s CDX System
The following user guides provide information for training providers on submitting applications for training provider certifications and notifications through EPA's Central Data Exchange (CDX):
- Create a New Training Provider Accreditation Application (pdf) – User guide that walks through the process of completing a new training program application
- Training Provider Notifications User Guide (pdf) – User guide that walks through the process for submitting training provider notifications
- Training Provider Preparer Role (pdf) – User guide that walks training providers through the following processes: adding a preparer to an existing training program (training provider), preparer CDX registration, making submissions as a preparer, reviewing preparer submissions, and deactivating preparer dashboards
- Training Provider Dashboard (pdf) – User guide providing an overview of the training program dashboard. Once accredited, a trainer uses this dashboard to provide notification, update trainer information and manage accreditations
EPA and HUD Model RRP Rule Courses
EPA developed, in collaboration with the U.S. Department of Housing and Development (HUD), four training courses for providing instruction to individuals seeking certification as a renovator or dust sampling technician.
- Renovator - Model Initial Training - Initial (8-hour) course to train RRP contractors how to work safely in housing with lead-based paint and comply with EPA's RRP Rule, and HUD's Lead Safe Housing Rule.
- Renovator - Model Refresher Training - Refresher (4-hour) course to train RRP contractors how to work safely in housing with lead-based paint and comply with EPA's RRP rule and HUD's Lead Safe Housing Rule.
- Dust Sampling Technician - Model Initial Training - Initial (8-hour) course to teach contractors how to conduct non-abatement lead dust clearance testing under EPA's RRP Rule and clearance examinations under HUD's Lead Safe Housing Rule.
- Dust Sampling Technician - Model Refresher Training - Refresher (4-hour) course for previously trained individuals on how to conduct non-abatement lead dust clearance testing under EPA's RRP Rule and clearance examinations under HUD's Lead Safe Housing Rule.
Brochures and Other Documents
- Cleaning verification cards – EPA provides cleaning verification cards (used to compare to disposable cleaning cloths to ensure an area has been adequately cleaned) at the request of the training program manager to accredited training providers for distribution to renovator students. Trainer program managers can obtain additional copies of the cleaning verification cards at no cost by contacting the National Lead Information Center at 1-800-424-LEAD (5323).
- Renovate Right: Important Lead Hazard Information for Families, Child Care Providers, and Schools – This pamphlet available in English and Spanish in several layouts provides basic facts about lead and information about lead safety when work is being done in pre-1978 homes, child care facilities or schools.
- Small Entity Compliance Guide to Renovate Right – A handbook for contractors, property managers, and maintenance personnel working in homes, child care facilities, and schools built before 1978 available in English and Spanish.
- Steps to LEAD Safe Renovation, Repair and Painting – A guide to lead-safe renovation, repair, and painting that covers basic lead-safe work practices and can be used as a training guide outside of the classroom in conjunction with on-the-job demonstrations and hands-on training. The guide was updated in March 2021 and is available in English and Spanish.
- Paint Chip Sample Collection Guide: Lead Renovation, Repair and Painting Program (October 2011) – The Paint Chip Sample Collection Guide provides step-by-step instructions for certified renovators on how to collect paint chip samples and submit them for analysis by a laboratory recognized by the National Lead Laboratory Accreditation Program. Please note that your state may have further restrictions on this activity.
- Lead Dust Sampling Technician Field Guide – Guide available in English and Spanish used by lead dust sampling technicians on site when performing clearance to help determine if a recently renovated area has been cleaned sufficiently. It serves as a quick reminder of when and where to take lead dust clearance samples; includes step-by-step instructions for taking a dust wipe sample; and provides information on EPA-HUD clearance standards for lead dust.
Legislation, Regulations and Policy
The following are legislation, regulations and policy for EPA's RRP Program.
- 40 CFR Part 745 -- Lead-Based Paint Poisoning Prevention in Certain Residential Structures
- Information about quality control (QC) plans are described in 40 CFR § 745.225(c)(9)
- Identify the proportion of course test questions in a course test blueprint which should be devoted to each topic using:
- 745.225(d) for an initial course test blueprint
- 745.225(e)(1) for a refresher course test blueprint
- Read the Residential Lead-Based Paint Hazard Reduction Act of 1992 legislation that provides EPA authority for the Agency's lead-based paint training and certification programs.
