Cleanup Status
Note: The Virginia Department of Environmental Quality (VDEQ) is the lead agency for managing cleanups at this facility.
On June 27, 2006, a Corrective Action (CA) site visit was performed by the EPA, the Department of Environmental Quality (DEQ), U.S. Army Corps of Engineers, the EPA contracted consultant, and representatives of Hutchens to assess and evaluate the facility regarding the potential need for CA. A Final Resource Conservation and Recovery Act (RCRA) CA Site Visit Report, dated December 29, 2006, was submitted to the EPA and the DEQ, by the U.S. Army Corps of Engineers.
On March 23, 2010, DEQ personnel inspected the facility and reported that there appeared to be no environmental threat from past operations. Several small spills have been documented at the facility, however, all records indicate that these spills were appropriately addressed using spill mitigation techniques such as absorbent pads. Furthermore, these spills have primarily occurred and have been contained on paved areas which minimized the potential for environmental contamination. Based on this environmental history, the facility has no record of unmitigated releases that could have impacted soil and groundwater.
A Statement of Basis (SB) was noticed on July 22, 2010, which proposed that no further actions to remediate soil or groundwater were necessary to protect human health and the environment. The EPA issued its Final Decision regarding the Facility on August 26, 2010, stating that Corrective Action was Complete without Controls.
Cleanup Actions or environmental indicators characterizing the entire facility are shown below. It is not intended as an extensive list of milestones/activities. This listing, and all the data on this page, come from EPA’s RCRAInfo and are refreshed nightly to this page. For this table and the Cleanup Activities Pertaining to a Portion of the Facility table that follows, a blank in the Status column could mean the action either has not occurred or has not been reported in RCRAInfo.

L. E. Hutchens, Inc. (Hutchens) was founded as a home heating oil provider in 1975. The Hutchens facility is located on a 4 acre site in the Patrick County Industrial Park in Stuart, Virginia. Hutchens is currently a local marketer for gasoline, diesel, and petroleum products to central-southwest Virginia and the Piedmont area of North Carolina.
Hutchens provided portable solvent cleaning stations to automotive and industrial clients from approximately September 1986, until October 7, 1987. The solvents used in the cleaning stations contained a mixture of aliphatic and aromatic hydrocarbons with synonyms White Spirits, Varnoline, and Naphtha Safety Solvent. The Hutchens facility was listed as a Large Quantity Generator of D001, waste ignitable liquids, until 1987, when Hutchens contracted the parts washing business to Safety Kleen. SWMU-1 consists of a former hazardous waste tank farm with adjacent pump station which contained two (2) 12,000 gallon tanks for reclaimed solvent and a 10,000 gallon tank for virgin solvent. The hazardous waste above ground storage tanks (ASTs) were located on a concrete pad surrounded by an earthen dike. The tanks were certified closed in 1988. There is no record of spills in this area.
Contaminants at this Facility
The contaminants of concern at the site are cleaning solvents with mixture of aliphatic and aromatic hydrocarbons with synonyms White Spirits, Varnoline, and Naphtha Safety Solvent.
Institutional and Engineering Controls at this Facility
Institutional controls were not required at the site.
Institutional and Engineering Controls help ensure human exposure and groundwater migration are under control at a cleanup facility. Where control types have been reported by states and EPA in EPA’s RCRAInfo, they are shown below. Not all control types are needed at all facilities, and some facilities do not require any controls. Where there are blanks, the control types may not be needed, may not be in place, or may not be reported in RCRAInfo.
