No, EPA staff will not direct, recommend or suggest that pass-through entities make subawards to any particular entities.
EPA personnel may provide input into the design of the Project RFA or serve as a technical advisor on the review of projects to the extent permitted by Section 10(b) of the EPA Subaward Policy. EPA staff may also approve the substantive terms of subawards to ensure compliance with legal or policy requirements.
