What are Intertribal Consortia?
An intertribal consortium is a coalition of two or more separate federally recognized Indian Tribes that join for the purpose of applying for a grant. An intertribal consortium is eligible to receive a grant or Cooperative Agreement from EPA only if the intertribal consortium demonstrates that all members of the consortium meet the eligibility requirements for the Cooperative Agreement, and all members authorize the consortium to apply for and receive assistance.
As described in Appendix E, Additional Attachment B, applicants applying as part of a consortium must include an attachment in their application showing: (1) A formal partnership exists among the Tribal governments’ members of the inter-Tribal consortium and the majority of the members are federally recognized Indian Tribes; and (2) the consortia federally recognized Tribal members have authorized the consortium to apply for and receive assistance from the EN Grant Program.
