The EPA Biosolids Rule recently celebrated its 28th birthday. Biosolids Part I: Overview of Wastewater Treatment Sludge and Clean Water Act Regulatory Structure is the first part of a two-part biosolids series which discusses the history and regulatory framework of the Biosolids Rule, touches on the EPA Biosolids Center of Excellence and data entry of compliance monitoring data into EPA’s Compliance Database: NetBIO. Topics include some of the following issues: regulation explanation, names and contacts for biosolids assistance, compliance data entry and database demonstration.

Elizabeth (Liz) Resek is the Environmental Protection Agency’s (EPA) Office of Science and Technology (OST) Biosolids Lead. In that capacity she manages the implementation of Clean Water Act requirements that include the identification and risk evaluation of pollutants in biosolids. Before coming to OST, Liz was a Branch Chief within EPA’s Office of Resource Conservation and Recovery (ORCR) where she helped redirect national program efforts from waste management to sustainable materials management (SMM). She also managed Agency-wide sustainability initiatives, SMM international efforts, and lifecycle assessment activities. Prior to ORCR, she was the Deputy Director for EPA’s Office of Science Coordination and Policy within the Office of Chemical Safety and Pollution Prevention where she oversaw office operations and led efforts to develop novel community-based risk assessment tools for tribal communities. Liz has worked in several other federal agencies including the Federal Emergency Management Agency and the U.S. Geological Survey; as a private consultant; and as a chemist for a pharmaceutical company. She has a M.S. in Chemistry from the University of Maryland.

Seth Draper works in the Water Enforcement Branch of US EPA’s Region 7 Enforcement and Compliance Assurance Division in Lenexa, Kansas. In November 2020, Seth was selected to be the EPA Biosolids Center of Excellence lead. Seth has worked for the US EPA since 2009. He started in EPA Region 8 in Denver Colorado as a NPDES inspector compliance officer, and state coordinator. In 2014, Seth transferred to EPA Region 7 and remained in the NPDES role.

Jake Nguyen works in the Enforcement Targeting and Data Division of the Office of Enforcement and Compliance Assurance in Washington, DC. Jake is the lead trainer for both the NPDES eReporting Tool (NeT) as well as the NeT Biosolids Electronic Annual Report since their initial implementation.
