EPA Assessments of Stormwater Programs in the Chesapeake Bay Watershed
EPA conducts periodic reviews of state programs as part of its oversight responsibilities under the Clean Water Act. Starting in 2011, EPA conducted assessments of stormwater programs in the Bay jurisdictions (Delaware, Maryland, New York, Pennsylvania, Virginia, West Virginia and the District of Columbia).
EPA’s assessments evaluated the jurisdictions’ implementation of programs to ensure reductions in the amount of nitrogen, phosphorus, and sediment pollution required in the Bay TMDL. The assessments examined the jurisdictions’ implementation of construction, municipal separate storm sewer system, and industrial stormwater programs to meet the nutrient and sediment reduction commitments in their Watershed Implementation Plans (WIPs).
EPA will use these assessments, coupled with ongoing WIP and milestone evaluations, to ensure the jurisdictions have the programs, policies, and resources necessary to meet the Bay TMDL.
EPA has finalized its stormwater program assessments for Delaware, Maryland, New York, Pennsylvania and Virginia. The program assessment for West Virginia will be posted here once it is finalized. Virginia and Maryland have entered into an agreement to implement actions identified in the program assessment.
