VIRGINIA MAN IMPRISONED FOR DUMPING
AT SCHOOL, SHOPPING CENTERS

Ricky Ray Aits, Field Superintendent for Aits Septic Service, Inc., of Manassas, Va., was sentenced on Aug. 17 to five months in prison, five months community confinement and three years of supervised release for violating the Clean Water Act by illegally dumping sewage. Students and school administrators attending a soccer game at the Osbourne Park High School in Manassas, Va., complained of a strong sewage odor, and Aits was observed dumping sewage into a parking lot storm drain. The drain emptied into a creek which is a tributary of the Potomac River. The Virginia Department of Environmental Protection ordered Aits Septic Service to conduct an emergency cleanup. In addition, Aits illegally dumped sewage into manholes at the Potomac Mills Mall near Springfield, Va., and the Maplewood Shopping Center in Manassas. The discharge of raw sewage into storm drains and surface waters creates an infection hazard for people and is also harmful to fish and wildlife. The case was investigated by EPA’s Criminal Investigation Division, the FBI and the Prince William County Police.
