EPA CITES MOSCOW MAN FOR WETLANDS VIOLATIONS

GREENE, Pa.. -- The U.S. Environmental Protection Agency today announced that it has issued a complaint against George Grassie of Moscow, Pa. for allegedly filling in wetlands and relocating a stream bed during a construction project, which began in April 1999.

The complaint charges Grassie with violating the Clean Water Act during the construction of an artificial pond on his property on Sawmill Road, Greene Township, Pike Co., Pa. EPA seeks a $44,000 penalty for Mr. Grassie’s alleged failure to obtain a permit, and has ordered him to restore approximately three acres of land, including protected wetlands, that he disturbed.

Under the Clean Water Act, a U.S. Army Corps of Engineers permit is required before dredged or fill material may be discharged into waterways including wetlands. The permit requirement helps minimize the destruction of wetlands, which control flooding, filter water, and provide wildlife habitat.

Grassie has the right to a hearing to contest the alleged violations and proposed penalty.
