Jefferson City, Mo., Receives $234,221 for Brownfields Assessment of Former State Penitentiary Property

(Kansas City, Kan., April 7, 2010) - EPA Region 7 has provided $234,221 in American Recovery and Reinvestment Act funding to the City of Jefferson City, Mo., for contractor services to conduct a Brownfields assessment of the former Missouri State Penitentiary property.
The funding to Jefferson City was provided through the Targeted Brownfields Assessment Program (TBA). Targeted brownfields assessments are conducted on properties in local communities when property owners do not have resources to conduct environmental investigations for the purpose of reuse.
EPA is conducting Phase I and Phase II Expanded Site Assessments (ESA) on the former prison property in Jefferson City, which the city is considering for future redevelopment.
The Phase I ESA will make a detailed identification of recognized environmental conditions in connection with the property. This assessment phase consists of a records review, site investigation, interviews, and a summary report.
The primary objective for the Phase II ESA is to evaluate the environmental conditions identified in Phase I, for the purpose of providing sufficient information regarding the nature and extent of contamination. This will assist in making informed business decisions about the property. The Phase II ESA will involve developing the scope of work, assessment activities, evaluation and presentation of data, and presentations of findings and conclusions.
President Obama signed the American Recovery and Reinvestment Act of 2009 (ARRA) on February 17, 2009, and has directed that the Recovery Act be implemented with unprecedented transparency and accountability.
