Public Hearing Schedule on Changes to Storm Water Permits

The U.S. Environmental Protection Agency (EPA) has set a public hearing March 4 from 1 p.m. until 4 p.m. to gather citizens' comments on proposed changes to storm water regulations.
National Pollutant Discharge Elimination System (NPDES) permits protect our nation's waters by regulating pollutants, including those in storm water discharges. The existing Phase I permits govern most industrial facilities, large and medium city storm sewers and construction sites which disturb more than five acres.
The proposed Phase II permit would extend pollution protection by regulating runoff from smaller construction sites and smaller city storm sewers. Additionally, EPA is proposing that facilities whose industrial activities are not exposed to storm water no longer be required to obtain NPDES permits.
The proposed Phase II permit was published in the Federal Register Jan. 9, 1998 (63 FR 1536), and is available on the Region 6 internet web site at www.epa.gov/earth1r6/6en/w/sw/hottopp2.htm.
The final rule will be announced by March 1, 1999. All formal comments received by April 9, 1998, will be considered before the regulation is finalized. Comments may be submitted orally or in writing at the March 4 meeting.
