U.S. EPA Administrator Carol M. Browner will announce a final plan tomorrow to meet the nation’s goal of cleaner air. The plan, which would apply to 22 states and the District of Columbia, will significantly reduce nitrogen oxide emissions from “up wind” states contributing to smog problems in the eastern half of the country. This initiative is part of a strategy to cost effectively meet EPA’s new public health standard for smog.
