The Louisiana regulations in this Louisiana directory are what I have determined to be the Louisiana State Implementation Plan (SIP) approved State regulations.
These regulations are to be used as a supplement to, NOT as a replacement for, the regulations promulgated in the Federal Register and codified in the U.S. Code of Federal Regulations (CFR). Due to the magnitude of the project, questions may arise on an approved section of the SIP. If such questions arise as to the content of the approved SIP or any portion of the SIP, then the Federal Register approval action and the CFR will serve as the final determination.
Due to the magnitude and complexity of the project, there may be errors in the files. Please notify me at one of the addresses below of any errors you find in the files.

BACKGROUND LOUISIANA SIP-APPROVED REGULATIONS up to March 8, 1989 -- See Louisiana SIP History for more recent information.
The Louisiana Air Quality Division regulations approved March 31, 1972 (37 FR 10869) with the original Louisiana State Implementation Plan (SIP) were the Louisiana Environmental Control Commission Air Quality Regulations. A number of revisions to the regulations were approved between 1972 and 1989. These revisions are outlined in 40 CFR Part 52, Subpart T, for Louisiana.
On March 8, 1989 (44 FR 9783 to 9796), the EPA approved recodified and revised regulations of the Louisiana Administrative Code, Title 33 [Environmental Quality], Part III [Air] (LAC:33:III). This was in response to a mandate from the Louisiana Legislature that the State's agencies adopt a uniform regulatory code.
The March 8, 1989, Federal Register has three tables. Table A cross-references the SIP regulations prior to recodification to those after recodification. Table B shows regulations deleted for obsolescence. Table C identifies regulations new in the recodified regulations.
The March 8, 1989, Federal Register approved the regulations at 40 CFR 52.970(c)(48) in the Louisiana Identification Plan. Also in the March 8, 1989, Federal Register, on page 44 FR 9796, EPA redesignated Identification Plan Numbers for Louisiana. The (c)(48) was redesignated to (c)(49). Another correction to the Louisiana Identification of Plan numbers was promulgated in the Federal Register on May 25, 1990 (55 FR 21546). The Louisiana Identification of Plan numbers cited in these regulations are for the current numbers, not necessarily the numbers promulgated.
