Louisiana Administrative Code, Title 33 ENVIRONMENTAL QUALITY, Part III Air (LAC 33:III)
Chapter 21. Control of Emission of Organic Compounds
Subchapter E. Perchloroethylene Dry Cleaning Systems
Section 2129. Perchloroethylene Dry Cleaning Systems
Approved by EPA 05/05/94 (59 FR 23166) at 52.970(c)(60) effective 06/06/94.
Removed from Louisiana SIP July 5, 2011 (76 FR 38977) effective August 4, 2011 (LAd34)
A. Control Requirements
1. There shall be no liquid leakage of volatile organic compounds from any perchloroethylene dry cleaning system. Liquid leakage shall be determined by visual inspection at least weekly of the system components which include, but are not limited, to the following:
a. hose connections, unions, couplings and valves;
b. machine door gasket and seating;
c. filter head gasket and seating;
d. pumps;
e. base tanks and storage containers;
f. water separators;
g. filter sludge recovery;
h. distillation units;
i. diverter valves;
j. saturated lint from lint basket;
k. cartridge filters.
If leaks are detected they must be repaired within 15 working days.
2. Vaporized perchloroethylene shall be handled in equipment and transfer lines that have no vapor leakage:
a. All system components shall be visually inspected at least weekly for leaks.
b. Leaks will be tested using methods specified in LAC 33:III.2129.C.
c. If leaks are detected, they must be repaired within 15 working days.
3. The dryer exhaust must be vented through a carbon adsorber or equivalent control system, for a vented solvent concentration of 100 ppm or less before dilution, as determined by a method approved by the administrative authority or by utilizing equipment which has already been shown to meet this limitation.
4. Filter and distillation wastes:
a. The residue from any diatomaceous earth filter shall be cooked or treated so that wastes shall not contain more than 25 pounds of solvent per 100 pounds of wet waste material (25kg/100kg).
b. The residue from a solvent still shall not contain more than 60 pounds of solvent per 100 pounds of wet waste material (60kg/100kg).
c. Filtration cartridges must be drained in the filter housing for at least 24 hours before being discarded. The drained cartridges should be dried in the dryer tumbler after draining if at all possible.
d. Any other filtration or distillation system can be used if equivalency to these guidelines is demonstrated to the administrative authority. For purposes of equivalency demonstration, any system reducing waste losses below 1 pound solvent per 100 pounds of clothes cleaned (1kg/100kg) will be considered equivalent.
e. The amount of solvent in filter and distillation wastes shall be determined by utilizing the test method described by the American National Standards Institute in the paper, “Standard Method of Test for Dilution of Gasoline-Engine Crankcase Oils.”
B. Exemptions
1. Perchloroethylene dry cleaning facilities are exempt from LAC 33:III.2129.A where an adsorber cannot be accommodated because of inadequate space or where no, or insufficient, steam capacity is available to desorb adsorbers. Documented evidence must be presented to the department. Any exemption granted shall be confirmed in writing.
2. Coin operated perchloroethylene dry cleaning facilities must maintain and operate existing devices to limit organic emissions. However, the addition of extra devices to comply with this regulation is not required. The procedural checks described in LAC 33:III.2129.A.1, 2 and 4 must be performed.
3. Any perchloroethylene dry cleaning facility which has a potential to emit a combined weight of volatile organic compounds less than 550 pounds (249kg) in any consecutive 24 hour period is exempt from the provisions of this Subchapter.
C. Compliance. Compliance with Section 2129 shall be determined by applying the following test methods, as appropriate:
1. Test Method 1 through 4 (LAC 33:III.6001, 6003, 6009 and 6013, respectively) for determining flow rates, as necessary;
2. Test Method 18 (LAC 33:III.6071) for measuring gaseous organic compound emissions by gas chromatographic analysis;
3. Test Method 21 (LAC 33:III.6077) for determination of volatile organic compounds leaks;
4. Test Method 25 (LAC 33:III.6085) for determining total gaseous nonmethane organic emissions as carbon;
5. Additional performance test procedures, or equivalent test methods, approved by the administrative authority*.
D. Recordkeeping. The owner/operator of any perchloroethylene dry cleaning plant shall maintain records to verify compliance with or exemption from Section 2129. The records will be maintained for at least two years and will include, but not be limited to, the following:
1. a record of control equipment maintenance, such as replacement of the carbon in a carbon adsorption unit;
2. a record of the results of visual leak inspections conducted in accordance with LAC 33:III.2129.A;
3. testing, sampling and analysis data to document compliance with LAC 33:III.2129.A and C.
